In the episode, "South Park is Gay"...?

...what exactly were they implying when The Queer Eye guys suggested that President Bush put on a silk jacket? I never could understand what that particular joke was referring to, if anything at all. Considering the dramatic response pulled out of Mr. Garrison, it had to have meant something. The only thing it made me think of was Mr. Rogers in a way, but even that has no relevance. Very good episode though. Please explain!
